What is State Board of Equalization?

TheState Board of Equalization came into existence in 1879. The main agenda was to ensure that property tax estimations are equal throughout the world. The State Board of Equalization is a common organization that deals with tax management and fee collection in the
state of California like sales tax, income tax, etc. The BOE splits the state into four Equalization districts, for the purpose of tax management. Each has its own board representative. These districts became active from 1st January, 2015.

First District


The first Equalization District is built up of the following counties,
Some quota from Los Angeles, and some from San Bernardino like Alpine, Calaveras, Fresno, Mariposa, Modoc, Mono, Placer, Sacra, etc. Board representative of First distict George Runner voted in November 2010 and was re-elected in 2014.

Second District
The second Equalization District is built up of the following counties:
Colusa, Del Norte, Monterey, Napa, Santa Clara, Tehama, Yolo, Santa, Barbara, etc. Board representative of second district Fiona Ma, voted in November 2014.

Third District


The third Equalization District is built up of Ventura County and a quota of Los Angeles County, including the cities of Arcadia, Artesia, Baldwin Park, Burbank, Calabasas, City of Industry, Diamond Bar,Downey,Hawthorne, Hermosa Beach, Hidden Hills, La Mirada, Lynwood, Malibu, Monrovia, Norwalk, Paramount, Redondo Beach, San Marino, South Gate, Torrance, Vernon, West Hollywood, etc.Board representative of this district Jerome Horton was appointed in 2009 by the Governer and presently serves as Chairman of the California State Board of Equalization.

Fourth District


The fourth Equalization District is built up of the following counties:
Orange, Riverside, a quota of Los Angeles and San Bernardino. Board representative of fourth district Diane L. Harkey was voted in November 2014.
