District Council 37 (DC37) was borrowed in the year 1944 by AFSCME to serve as public employees in New York City. It was small and comparatively abortive under its first president, Henry Feinstein. But under the administration of Jerry Wurf, who managed DC37 in the year 1952, the union developed to 25,000 members by the year 1957, and 36,000 members in the year 1962.
